The Technical Education Skills and Development Authority (TESDA) is an agency of the Philippine Government under the Department of Labor and Employment (DOLE) which is responsible for managing and supervising technical education and skills development in the Philippines. Established through the enactment of Republic Act No. 7796 authored by Senator Francisco Tatad otherwise known as the "Technical Education and Skills Development Act of 1994", which was signed into law by President Fidel Ramos on August 25, 1994. This Act aims to encourage the full participation of and mobilize the industry, labor, local government units and technical-vocational institutions in the skills development of the country's human resources.
For those who are interested, here is the step by step guide on how to apply or register in TESDA Online Program.
1. You must first visit the TESDA Online Program website: http://e-tesda.gov.ph/ and register for an account. Look for the "Login" link button on the upper right of the site as shown in the image below.
2. After clicking the "Login" link button, you'll be redirected to the Login/Register page. Click the "Create new account" button on the left box to create a new account as shown in the image below.
3. After clicking the "Create new account" button, you'll be redirected to the Information page. Fill out all the information correctly and don't forget to take note or remember your username, password and email address. After you've input all the information, click the "Create new account" button on the lower part of the box as shown in the image below.
4. If everything you've inputted in Information page is correct, you'll be redirected to a Confirmation page as shown in the image below.
5. Follow the instruction on the Confirmation page and open your email address that you've provided in the Information page. You'll need to find and open the email that was sent by the eTesda System and click the link in the email to Confirm/Activate your account as shown in the image below.
6. If everything is OK, you'll now be redirected to Thank You page. Click the "Courses" button to redirect to see the list of courses you can apply/register to. You can select which course you are interested with by clicking the name of the course as shown in the image below.
7. After you've clicked the course, you'll now be redirected to Course's Confirmation page if you really want to enroll in the selected course. Click the "Yes" button if you're sure you want to enroll in the course or click "No" if not as shown in the image below.
8. Congratulations! You are now enrolled in a TESDA Online Program Course. You'll now be redirected to a page where you can see the list of lessons you can read online.
9. After you've finished reading the lessons and you think you know the course well, you may now go/contact the nearest TESDA Training Center for a face-to-face assessment to get your National Certificate.

TOP aims to make technical education more accessible to Filipinos thru the use of internet technology. It provides a more effective and efficient way to deliver technical education and skills development services to the majority with less cost and more reach. The program is created for students, out-of-school youths, unemployed adults, workers, professionals, or overseas Filipino workers who would like to take TESDA courses at their own pace and at their own time and at the comfort of their desktops or laptop computers.
